A tragic accident in Dnipro, claiming the life of a 10-year-old girl, will be investigated by the National Police’s Main Investigation Department (VIDEO).

The Main Investigative Department of the National Police has initiated the transfer of all criminal proceedings related to the high-profile case of a fatal traffic accident in Dnipro.

During the briefing on December 3, regarding the fatal traffic accident at the Chervonyi Kamień housing estate in Dnipro, the first deputy head of the GSУ, Sergey Panteleev, announced that this high-profile case will now be investigated by the central police apparatus and revealed some details from the investigation materials, as reported by "Vydomo" citing the Main Directorate of the National Police in Dnipropetrovsk Oblast.

At the briefing, the head of the transport crime investigation department of the Main Directorate of the National Police in Dnipropetrovsk Oblast, Andriy Bondarenko, stated that the driver Oleshchenko and passenger Bessonov fled the scene immediately after the accident and returned only within an hour.

As shown in the slides from the criminal case materials regarding the vehicle's route to the scene and afterwards, after committing the horrific accident, the individuals calmly went to ATB and subsequently returned.

Currently, it has been reported that:

  • The 19-year-old BMW driver has been notified of suspicion and a preventive measure has been chosen;
  • Passenger Bessonov has been charged with failing to provide assistance to victims in a life-threatening condition;
  • The prosecution has filed a motion for round-the-clock house arrest for Bessonov. The court will consider this matter on December 4 at the Leninsky District Court of Dnipro;
  • The motion includes obligations to remain under house arrest, to stay under parental supervision, and a ban on leaving the country.

It was also mentioned during the briefing that Oleshchenko is not cooperating with the investigation, while 17-year-old Bessonov is providing testimony.

It was noted during the briefing that in the summer of 2024, Oleshchenko was sentenced to five years of imprisonment for robbery with a probation period of three years – this will affect the court's ruling this time.

Additionally, it was revealed that the owner of the BMW is the father of Arseniy Bessonov, raising questions for investigators about the transfer of this vehicle to a minor.

Consequently, information has been entered into the unified register of pre-trial investigations concerning the possible transfer of vehicle control rights to a minor and regarding the improper fulfillment of parental duties. It was emphasized that the pre-trial investigation of these cases is ongoing, and appropriate procedural decisions will be made based on the results.

The Main Investigation Department of the National Police is taking control of the investigation into the high-profile traffic accident. Currently:

  • A request has been sent to the Office of the Prosecutor General to determine the jurisdiction of all investigations related to the accident;
  • The investigation will be assigned to forensic investigators of the Main Investigation Department of the National Police in Kyiv;
  • The transfer of investigations related to the accident involving the BMW (summer 2024) to the Main Investigation Department has been initiated;
  • A significant number of forensic examinations have been appointed.
