Investigators from the Bureau of Economic Security of Ukraine have submitted an indictment to the court against four individuals who held leadership positions in the Dnipro City Council. They are accused of misappropriating over 10.5 million UAH of state funds through abuse of power. This was reported by "Vydomo," referencing the Bureau and the National Police in Dnipropetrovsk Oblast.
The investigation revealed that the Dnipro City Council allocated funds to support the Territorial Defense Program of the city of Dnipro for the years 2022-2026. In turn, current and former officials purchased night vision monoculars, thermal imagers, generators, jacks, pumps, compressors, tools, as well as textiles, furniture, and other property at inflated prices.
The products did not even meet the quality and technical specifications outlined in the contracts. Consequently, the total damage amounted to 10.5 million UAH.
Depending on their role in the criminal scheme, the actions of the director of the city council's department, the current and former heads of two departments, and the former deputy head of the department are classified under parts 4 and 5 of Article 191, parts 3 and 5 of Article 27, and part 5 of Article 191 of the Criminal Code of Ukraine (Embezzlement, misappropriation of property, or acquisition through abuse of power).
Law enforcement officials have sent the indictment against the defendants to the court. The accused face up to 12 years in prison for their actions.
Preventive measures in the form of nighttime house arrest have been imposed on the officials.
