This change primarily concerns "special pensions" granted to former and current judges, prosecutors, and law enforcement officers.
The adjustment is prompted by the high costs associated with maintaining these pensions. In 2023, expenditures on special pensions reached nearly 100 billion hryvnias, and the forecast for 2024 is expected to rise to 120 billion. For comparison, the total budget for the social sphere in 2024 is only 469 billion UAH.
The details of the recalculation process for special pensions have not yet been approved. The Cabinet of Ministers has been tasked with developing the relevant draft law and submitting it to the Verkhovna Rada by July 1, 2025.
The proposed changes include the elimination of the link between special pensions and the growth of wages or monetary payments. Instead, these pensions will be indexed on a general basis, similar to other pensions.
Additionally, there is consideration of introducing a cap on the amount of special pensions, with the maximum amount set at ten times the minimum subsistence level for people with disabilities, which currently stands at 23,610 hryvnias.
