The utility workers explain that hot water is delivered to homes at a specific temperature. However, as it circulates through the internal piping of the house, it cools down by several degrees. To restore the initial water temperature, additional energy is required. The new tariff will cover these heat energy expenses.

All residents of the building are required to pay, including:

Owners of apartments disconnected from the hot water supply system or using individual heating.

According to "Vinnitsa Heat and Energy," this applies to both heating and non-heating periods.

This new charge has raised concerns among residents, particularly those who previously disconnected from the central hot water supply network to reduce utility costs. Despite their disconnection, they are now required to contribute to the maintenance of the overall system.
