In August 2024, in Kamensk, a 17-year-old boy studying to be a painter-plasterer at Vocational School No. 24, who suffers from mild intellectual disability, committed two acts of arson, damaging a vehicle and several trade pavilions. The court found him guilty and imposed a penalty. This was reported by "Vидомо," citing МІС.
The first arson incident occurred on the night of August 24, 2024, on Builders Boulevard. The teenager ignited a piece of paper and threw it into the open window of a Mercedes-Benz Sprinter. The vehicle quickly caught fire, causing damage amounting to 323,505 UAH for its owner.
The second crime was committed the following night, on August 25, 2024, on the same boulevard. He set cardboard boxes on fire, and the flames spread to several stores. The fire caused damages of 641,069 UAH for one owner and 109,261 UAH for another. There were also significant damages to other shops. The total damage amounted to 2,730,865 UAH.
The court found the defendant guilty under Part 2 of Article 194 of the Criminal Code of Ukraine (intentional destruction of another's property by arson, causing property damage of particularly large amounts).
The court also considered that the boy had no prior convictions and had good character references. Additionally, the teenager is under the care of a psychiatrist, ophthalmologist, and otolaryngologist, with a diagnosis of "Mild intellectual disability combined with systemic speech underdevelopment, pathological behavior patterns; vasomotor rhinitis, background retinopathy of the eyes." However, the forensic psychiatric expert determined that the boy was capable of understanding his actions and controlling them.
Overall, the defendant received 2 years of probation supervision. He is also required to compensate the victims 2,800,178 UAH and pay 69,653 UAH in court costs.
