Millions of people have already applied for this initiative. However, the funds are exclusively available to residents currently in Ukraine. Those living abroad who apply for the payment will be required to return the money to the state treasury.

Prime Minister Denys Shmyhal emphasized during a televised marathon that the government is closely monitoring the distribution of state aid and that instances of fraud involving applications from abroad, although rare, are taken very seriously.

After the program concludes, a detailed audit will be conducted to identify any violations. Anyone found guilty of illegally receiving payments will be obligated to return the funds.

To participate in the program, proof of residence in Ukraine is required, which can be verified through state registries, geolocation data, and other verification methods.

The program provides financial support to residents of Ukraine to meet basic needs, such as paying utility bills, purchasing medications, gym memberships, buying books, or making donations for charitable purposes, including to the Armed Forces of Ukraine.

Citizens living abroad are explicitly excluded from receiving this assistance, and attempts to apply while outside of Ukraine may result in fines and mandatory repayment of funds.
