However, the question of whether women will be conscripted remains a topic of discussion.

On December 3, 2024, the Verkhovna Rada of Ukraine approved draft law No. 12076 in its first reading. According to this law, women who voluntarily choose to serve in the Armed Forces of Ukraine must register for military service and undergo basic training. After completing the necessary military training, their details will be entered into the military register, and they will be considered fit for service.

Since the Constitution of Ukraine guarantees equal obligations between genders during a special military period, all duties applicable to men theoretically apply to women as well. However, the law does not require women to serve in the military.

Women's service in the Armed Forces will remain entirely voluntary and will be governed by contractual agreements.

Women with medical or pharmaceutical education aged 18 to 60 must have documentation confirming their registration for military service. This specifically applies to doctors and pharmacists. Although their personal information will be entered into the military register, this does not imply mandatory mobilization.

It is important to note that there are no plans for compulsory mobilization of women in 2025. The inclusion of female medical professionals and pharmacists in the military register serves another purpose: to assess the reserve of essential specialists in the country. Women meeting the outlined criteria will not be compelled to serve, but their registration assists the government in preparing for potential needs.
