Radina reminded that on December 17, 2024, an independent Supervisory Board of the Defense Procurement Agency (DPA) was established. According to her, in the month of its operation, the board made only one decision — to extend the contract with the current director, Marina Bezrukova. However, this decision, which was supposed to ensure stability within the agency, sparked discontent from the minister.

On January 24, 2025, Umerov decided to recall two members of the Supervisory Board — Yuriy Dzhigira and Taras Chmut, whom Radina referred to as authoritative experts in the field of defense procurement. At the same time, the minister appointed a new head of the DPA independently, violating the established legislative rules for managing the agency.

"Such actions demonstrate that the minister intends to restart the Supervisory Board until only those loyal to him remain," Radina emphasized. She pointed out that such decisions undermine the principles of corporate governance independence, which are the foundation of defense procurement reform.

Radina also highlighted the failure to fulfill contracts concluded by the Ministry of Defense in 2022-2023. As of November 2024, the internal department of the DPA had not ensured the execution of more than half of these agreements. At the same time, according to her, the minister is not making sufficient efforts to simplify bureaucratic procedures, complicating the timely provision of the Armed Forces of Ukraine with weaponry.

"A minister who breaks the law and undermines public trust in the Ministry of Defense through his actions must resign. The defense department should be managed by someone for whom legality and transparency are key principles of operation," concluded the head of the anti-corruption committee.

The situation surrounding the DPA and the Ministry of Defense is attracting increasing attention, as such actions could impact not only the internal defense procurement system but also the trust of international partners supporting Ukraine.
