On December 20, 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 1467, which introduces changes to the methodology for calculating household income used to determine eligibility for state social assistance. This amendment specifically addresses how income for subsidies and benefits is calculated.
Starting from December 24, 2024, household income will be calculated by deducting not only personal income tax but also the military levy from wages. These adjustments aim to improve the assessment process for determining eligibility for housing subsidies and their amount.
Additionally, in accordance with the provisions of the State Budget Law for 2025, the government adopted Resolution No. 1553 on December 31, 2024. This resolution expanded the list of citizens eligible for benefits related to housing and communal services, as well as the purchase of solid fuel.
To qualify for these benefits in 2025, the average monthly cumulative income per person in the family over the previous six months must not exceed 4240 UAH, which is the threshold for the tax social benefit.
These changes are expected to affect a significant number of households, and the government encourages citizens to reassess their eligibility for benefits and take into account the updated criteria.
