Deputy Minister of Defense Ivan Gavrilyuk announced that the Military Registration and Enlistment Offices (TCK) will be transferred under the control of the Ministry of Defense to ensure greater transparency and efficiency. The plans include the establishment of new mobilization bodies, the implementation of digital tools, and the digitization of data regarding conscripts.

Additionally, the reform aims to modernize infrastructure, update the material and technical base, and train new personnel. A key objective is to combat corruption and abuses within the TCK and to restore public trust in the mobilization process.

Despite these efforts, public skepticism remains high. Many draw parallels with the previous police reform, which was merely a rebranding of the militia but did not yield significant improvements.

Critics argue that organizational changes or shifts in oversight will not produce results unless they are accompanied by fundamental changes in operational methods and supervision. They fear that without substantial reforms, the changes may prove superficial and fail to achieve the desired outcomes.
