According to Roksolana Podlasa, the chair of the budget committee of the Verkhovna Rada, this decision came after the adoption of the State Budget for 2025.
The revised policy stipulates that only non-working pensioners who lived or worked in areas of unconditional or mandatory resettlement, or in zones of guaranteed voluntary resettlement between April 26, 1986, and January 1, 1993, will be entitled to pension supplements.
Supplementary payments will be eliminated for those who left these areas during the specified period or subsequently changed their place of residence.
This measure aims to address the issue of so-called "new Chernobyl victims," individuals who register in affected areas to receive benefits while not actually residing there.
Additionally, during the period of martial law, non-working pensioners who permanently lived in areas of unconditional or voluntary resettlement from April 26, 1986, to January 1, 1993, will receive a monthly state supplement of 2361 hryvnias. This adjustment is intended to ensure fairness and prioritize support for those who truly suffered from the Chernobyl disaster.
