Why do the U.S. refuse to label Russia as a state sponsor of terrorism?

The United States continues to reject the classification of Russia as a state sponsor of terrorism, despite the efforts of certain politicians and analysts advocating for such a designation. According to Matthew Miller, the spokesperson for the U.S. State Department, labeling Russia as a state sponsor of terrorism is not considered the most effective means to achieve Washington's political objectives.

The United States continues to refuse to recognize Russia as a state sponsor of terrorism, despite the efforts of some politicians and analysts to advocate for such a move. As stated by U.S. State Department spokesperson Matthew Miller, designating Russia as a state sponsor of terrorism is not the most effective tool for achieving Washington's political objectives.

“We do not believe that recognizing Russia as a sponsor of terrorism is the most effective way to achieve the political goals at hand,” Miller noted.

Instead, the U.S. is employing more direct and practical methods of influence, primarily through extensive sanctions. According to him, these measures are already showing tangible results. For instance, the new sanctions limit Russia's ability to export oil, and specifically, Russian tankers are facing challenges when loading their oil shipments.

Additionally, the State Department representative emphasized that recognizing Russia as a sponsor of terrorism would complicate the operations of international humanitarian organizations. These organizations could encounter difficulties in their activities, which might affect their ability to provide assistance in conflict-affected regions.
