In 2025, the administration of Donald Trump is actively negotiating with Ukraine regarding access to its rare earth resources. Initially, Ukraine proposed the idea of exchanging these minerals for military assistance and support within NATO, but the U.S. laid out its own conditions.

The U.S. presented Ukraine with three deal options:

— The “Bad” version: On February 12, U.S. Treasury Secretary Scott Besant introduced the first proposal, which involved significant concessions from Ukraine without clear guarantees of military aid. Kyiv rejected it.

— The “Better” version: On February 14, a revised option was presented at the Munich Conference, but it lacked specific security commitments. Ukraine again declined.

— The “Catastrophic” version: On February 20, U.S. Secretary of Commerce Howard Lutnik proposed a new option, whereby 50% of the revenue from resources and infrastructure would go to a U.S. investment fund. Kyiv also rejected this proposal.

Negotiations are ongoing. Ukraine demands clear security guarantees, while the U.S. insists on terms favorable to itself.

“If achieving peace truly requires me to step down, I am ready. I can exchange this for NATO,” Zelensky stated.
