Starting from January 2025, the following individuals will not be eligible for deferment:

Students enrolled in part-time or evening courses, as well as individuals pursuing a second or third higher education degree.

Parents with three or more minor children who have outstanding child support obligations.

Men whose wives have a disability of the third group (exceptions may be possible in certain cases).

Individuals caring for disabled persons of the first or second group, provided that such individuals can receive assistance from other capable relatives.

Single parents, as long as the mother has not been stripped of her parental rights, is not missing, and has not been convicted of a crime.

Individuals previously recognized as partially fit for military service but later deemed fit after a re-examination.

Employees of the Ministry of Defense or its subsidiaries, if they have been reserved by their employers for work related to defense.

Additionally, deferments may be revoked if it is found that false information was provided or if the individual fails to fulfill their obligations.

This policy change reflects the Ukrainian government's efforts to optimize the mobilization process while ensuring protection for those fulfilling vital family roles or in specific professional situations, although it also establishes stricter criteria for deferments in the future.
