She notes that the interruptions are caused by extensive damage already inflicted on key facilities and current limitations in electricity production.
Experts emphasize that the energy system is still struggling to recover, which makes the country vulnerable to electricity shortages.
“Regardless of whether there will be attacks on critical infrastructure or not, power outages will still occur,” said the director of advocacy in the energy sector at the International Center for Ukrainian Victory,” the report states.
