During the broadcast of Day.LIVE, it was noted that even before the full-scale war, the industry was already experiencing a 50% labor shortage. By 2023, this figure had risen to 60%, and after the introduction of the new mobilization law, only 30-35% of the personnel remained.
According to Popenko, several cities have already faced significant communal crises:
Zhytomyr — in 2023, an accident at the collector left the city without water for two weeks.

Poltava — in 2024, a major accident at the water utility cut off water supply to a third of the city for a month.
Sumy — the local water utility is struggling with enormous debts and deteriorating conditions.
Kiev — due to a heating network breach, 450 apartment buildings were left without heat.
These incidents highlight the increasing vulnerability of Ukraine's critical infrastructure amid a labor shortage and ongoing issues.
